My Lord,
With reference to Your Lordship's despatch No.62 of the 19th February, 1920, and to the previous correspondence beginning with Mr. Severn's despatch No.316
of the 16th November, 1918, I have the honour to state that I consider that it is desirable now to settle the question of the substantive appointment of Captain Superintendent of Police, as Mr. P. P. J. Wodehouse, C.I.E., who has been ecting since last March, will very shortly be going on
leave.
I have given very careful consideration to the question whether I should recommend the appointment of Mr. E. D. C. Wolfe or Mr. Wodehouse and in order that I might not be in any way biassed by personal feelings aris- ing from a friendship with both officers of a good many years standing, I have thought it well to consult confi- dentially three of the senior members of the service who have been brought much into contact with both. In each
case the answer has been the same, that in the public interests Mr. Wolfe should be appointed, and in this opinion I concur.

I should have preferred to recommend ir, Wodehouse for the reasons given in paragraph 2 of my
Cre 20 despatch No.335 of the 12th December, 1919, but I cannot
conscientiously do so as I have come to the conclusion that
